Source Protection Plan

The Quinte Region Source Protection Plan directs local efforts to protect and keep our sources of municipal drinking water clean. It includes policies that are based on science and developed with public consultation. The Source Protection Plan Primer provides more information on the local source protection plan.

The original approval of the Quinte Region Source Protection Plan was announced by the Minister of the Environment and Climate Change on September 11, 2014. The Plan was originally approved by the Minister on September 8, 2014. The effective date for the plan is January 1, 2015.

The Source Protection Plan was amended in the fall of 2019. Amendments were required to reflect changes on the landscape. New development in the City of Belleville and the Town of Picton required amendments to each municipality's intake protection zone 2. Additionally, The Village of Madoc drilled a new production well, with an adjacent water treatment building and decommissioned the existing Whytock well. As part of this process, the wellhead protection area for the Source Water Protection Program required updating, due to the change in well location.

The approval of these amendments was announced by the Minister of the Environment, Conservation and Parks on September 11, 2019. The effective date for these amendments is September 16, 2019.

Preparation and development

Status: Completed

Following consultation with local municipalities, working groups and policy implementers, a Draft Source Protection Plan was developed by the Source Protection Committee. There was public consultation on the Draft Plan in spring 2012. The Proposed Source Protection Plan was submitted by the Source Protection Authority (Quinte Conservation) to the province for review and approval in August, 2012. The Quinte Region Source Protection Plan was approved in July 2014 and came into effect January 1, 2015. The Plan was subsequently amended and approved to include updated vulnerable area information on a number of drinking water sources, and policies to address a drinking water issue in the Quinte Source Protection Area.

Implementation, Monitoring and Updating

Status: Ongoing

The approved Source Protection Plan will be implemented by municipalities, local agencies, stakeholder organizations, businesses and individuals. Quinte Conservation will monitor watershed conditions and provide annual progress reports to the provincial government. The Source Protection Plan will be updated periodically.

Open Houses and Public Meetings

Public Consultation was held on proposed updates to the Assessment Report and Proposed Source Protection Plan as a result of new research on the Village of Madoc wells.

The public was invited to attend a public meeting on November 19, 2013, from 6:30 to 8:30 pm, with a presentation at 7:00 pm at the Madoc Township Hall, 15651 Highway 62 near Eldorado.

Written comment was invited during a 36-day consultation period, from October 31 to December 6, 2013.

During a 36-day consultation period, the public was invited to find out about the Draft Proposed Source Protection Plan. Meetings were held for the public to review the document, hear an informative presentation, view maps and displays, ask questions and provide their comments. 

  • May 7, 2012 at the Kiwanis Centre, 137 St. Lawrence Street East in Madoc
  • May 9, 2012 at Quinte Conservation, 2061 Old Highway 2 near Belleville
  • May 10, 2012 at the Community Centre, 375 Main Street in Picton

The Draft Plan was refined based on input received and a further 30-day comment period was held in July 2012. The Proposed Source Protection Plan was submitted to the Ministry of the Environment, Conservation and Parks in August 2012.

Four meetings were held in May and June 2010. At each meeting there was there was an opportunity to view the Draft Proposed Assessment Report, listen to a presentation, view maps and displays, and ask questions and provide comments on the report. Meetings were held:

  • May 17, 2010 at the Strathcona Paper Centre, 16 MacPherson Drive in Napanee. (This was a joint meeting with the Cataraqui Source Protection Area)
  • June 7, 2010 at Quinte Conservation, 2061 Old Highway 2, near Wallbridge Loyalist Road, Belleville
  • June 8, 2010 at the Royal Canadian Legion, 347 Main Street, Picton
  • June 9, 2010 at the Kiwanis Centre, 137 St. Lawrence Street East, Madoc

Those attending the 2009 May and June Open Houses saw information displays and maps of vulnerable areas. There was an opportunity to chat with staff and committee members and ask questions. Printed materials were available and a presentation was shared by Keith Taylor, Project Manager.

  •  May 19, 2009, from 7:00 to 9:00 pm, at the Madoc Kiwanis Centre, 137 St Lawrence Street. Information was available about the Deloro, Madoc and Tweed Wells.
  • May, 20, 2009, from 7:00 to 9:00 pm, at the Tweed Hungerford Lions Hall, 65 Victoria Street. Information was available about the Deloro, Madoc and Tweed Wells.
  • May 26, 2009, from 7:00 to 9:00 pm, at the Deseronto Lions Hall, 300 Main Street. Information was available about the Deseronto and Napanee secondary water intakes.
  • May 27, 2009, from 7:00 to 9:00 pm, at the Ameliasburgh Hall, 19 Coleman Street. Information was available about the Peats Point well and the Roblin Lake intake.
  • June 9, 2009, from 2:00 to 4:00 pm and 7:00 to 9:00 pm, at the Belleville Public Library, Pinnacle Street. Information was available about the Belleville and Point Anne water intakes.
  • June 16, 2009, from 7:00 to 9:00 pm, at the Bloomfield Hall, 289 Main Street . Information was available about the Wellington and Picton water intakes.
  • June 18, 2009, from 6:30 to 8:30 pm, at the Loyalist Golf and Country Club in Bath. This was a joint meeting with the Cataraqui Source Protection Area. Information was available about the Napanee primary and secondary intakes.

Several open houses and public meetings were held in 2008 across the Quinte Region.

Two open houses took place in February 2008 to inform people about local work to protect sources of drinking water and the Ontario Drinking Water Protection Stewardship Program - a voluntary stewardship program for landowners living near municipal wells or drinking water intakes. These events were held at the Kiwanis Centre in the Village of Madoc on February 19, 2008, and at the Fish and Game Club east of Belleville on February 20, 2008.

Later in the year, a public meeting was held at Quinte Conservation on June 4, 2008, with sessions from 2:00 to 4:00 pm and 7:00 to 9:00 pm, to gather public input on the Draft Proposed Terms of Reference. This document outlined the work plan and budget necessary to develop the Quinte Region Source Protection Plan. Written comments were accepted until June 17, 2008.

Explanatory Document

An Explanatory Document was prepared by the Quinte Region Source Protection Committee as a record of the policy development process, research and consultation. It explains how the Source Protection Committee arrived at the policies in the Source Protection Plan and provides the rationale for those policies.

Policies in the Plan and the policy explanations in the Explanatory Document are organized using the same policy numbers and names.
